The Cooperation for Effective Apprenticeship and Vocational Training Meeting Held in Ankara

Within the scope of the VET4JOB-II Programme, implemented with the support of the European Union, lead by Expertise France and in cooperation with the Ministry of National Education (MoNE), the Confederation of Turkish Tradesmen and Craftsmen (TESK), and EDUSER, the Cooperation for Effective Apprenticeship and Vocational Training Meeting was held in Ankara on 18–19 November 2025.
The meeting aimed to bring together national and local stakeholders to share field experiences, assess progress, and strengthen cooperation mechanisms within the apprenticeship training system. Representatives from the Ministry, Provincial Directorates of National Education, Vocational Training Centres, TESK and local Chambers of Tradesmen and Craftsmen (ESOB), as well as teams from Expertise France and EDUSER, participated in the event.
During the opening session, senior representatives of stakeholder institutions addressed the participants. Mr. Salih KAYGUSUZ, Director General of Vocational and Technical Education at the Ministry of National Education; Mr. Tuncay SONGÖR, Secretary General of TESK; and Ms. Violaine GAGNET, Head of the Human Capital and Social Development Unit at Expertise France, delivered opening remarks focusing on the importance of the VET4JOB-II Programme, the strengthening of apprenticeship training, and the critical role of inter-institutional cooperation.
The meeting included an assessment of the activities carried out under VET4JOB-II, discussing the challenges encountered during implementation in the provinces, proposed solutions, good practices and cooperation processes. Participants exchanged views on the current situation and needs regarding issues affecting both the supply and demand sides of apprenticeship training. Progress achieved across programme components, key milestones and priorities for the upcoming period were also presented.
At the conclusion of the meeting, actionable recommendations applicable at both national and local levels were put forward, and concrete steps were identified to reinforce cooperation processes. Stakeholders reiterated their commitment to working together to establish a sustainable and effective implementation model in the field of apprenticeship and vocational training.
