About VET4JOB (2020–2024)

The Vocational Education and Training Programme for Employment (VET4JOB) is implemented by Expertise France and EDUSER in cooperation with the Ministry of National Education and the Confederation of Turkish Tradesmen and Craftsmen (TESK).

Funded by the European Union Facility for Refugees in Türkiye, VET4JOB aims to facilitate access to sustainable livelihoods and formal employment for both Syrians and host communities by strengthening their vocational skills through apprenticeship and vocational training, in line with labour market needs.

Target Groups

  • Syrian and Turkish children and youth aged 14–17 who are not enrolled in formal education
  • Syrian and Turkish adults aged 18–45 who have limited vocational skills and cannot access formal employment
  • SMEs, particularly crafts and trades enterprises that host or have the potential to host apprenticeship trainees

  • 36 vocational training institutions providing apprenticeship and vocational training to youth and adults
  • TESK-affiliated unions, relevant chambers, and enterprises that train or have the potential to train apprentices in the programme provinces

Key Achievements and Activities under VET4JOB

  • A total of 28,800 apprentices will be supported over 4 years, including 14,400 newly enrolled apprentice students
  • 8,000 adults will benefit from vocational and skills training courses
  • 5,000 apprentices will receive vocational counselling services
  • Capacity building and support will be provided to over 30 apprenticeship training institutions and adult training providers across 12 provinces, including:
    • Training for 350 staff members
    • Psychosocial support training for guidance counsellors
    • Transportation and lunch support for apprentice students
    • Minor renovation works and provision of training equipment
  • Improvement of training environments in 350 enterprises hosting apprentices through small-scale renovation works and provision of equipment
  • Capacity building activities on workplace-based apprenticeship training for 5,000 employers, master trainers, and managers
  • Training programmes for 570 representatives involved in local mechanisms active in the field of vocational education
  • Turkish language training support for 5,000 Syrian youth and adults
  • Career counselling and support services for 3,400 individuals, including job registration with İŞKUR, skills certification, and entrepreneurship guidance
  • Organization of 4 Apprenticeship Forums to amplify apprentices’ voices and encourage exchange of ideas
  • Organization of 3 vocational skills competitions and 1 business idea competition for apprentice students
  • Social cohesion activities benefiting 36,800 individuals in education and workplace environments
  • Awareness-raising activities and a nationwide communication campaign reaching 80,000 people, focusing on the benefits of apprenticeship training, vocational education opportunities, and the negative impacts of child labour
